Tanzania Background Screening Guide

Tanzania has moved its criminal record clearance process online in recent years, giving employers a more predictable path to verification than the fully in-person processes still common elsewhere in the region.

National Identity Verification

Tanzania’s national identity system is managed by the National Identification Authority (NIDA) — not to be confused with Rwanda’s similarly-named National Identification Agency, which is a separate body in a different country. Tanzania’s NIDA issues a National Identification Number (NIN) and the NIDA Card, which has become the standard identity reference for banking, government services, and increasingly employment.

Criminal Record Check

Tanzania’s formal criminal-clearance document is the Police Clearance Certificate, issued by the Tanzania Police Force. Applications can be submitted through the dedicated online Police Clearance Certificate portal, which has streamlined a process that previously required an in-person police station visit. Typical turnaround time will be confirmed once Stodacom has processed sufficient volume through the portal to report a reliable average.

Employment & Education Verification

Employment history verification is generally workable with established employers in Dar es Salaam and other major commercial centers, though it can take longer outside them. Education verification is reliable for accredited universities; direct verification with the issuing institution remains the most reliable safeguard against fabricated or inflated credentials.

Data Protection & Consent

Screening in Tanzania is governed by the Personal Data Protection Act, No. 11 of 2022, which came into effect on 1 May 2023 and is enforced by the Personal Data Protection Commission (PDPC). Employers should ensure documented candidate consent is in place before initiating any screening involving Tanzanian nationals.

Practical Notes for Employers

  • Use the online Police Clearance Certificate portal where possible rather than an in-person police station application.
  • Verify education credentials directly with the issuing institution rather than relying on presented certificates.
  • Ensure PDPC-compliant consent language is documented before submission.
