Zimbabwe Background Screening Guide

Zimbabwe has a well-defined, form-based criminal record process handled by a single national police unit, paired with a comparatively recent cyber and data protection law — giving employers a workable, if largely paper-based, framework to plan around.

National Identity Verification

Zimbabwe’s national identity document is issued through the Civil Registry Department under the Ministry of Home Affairs and Cultural Heritage. It is the standard identity reference for employment, banking, and government services, and is generally required to initiate a police clearance application.

Criminal Record Check

Zimbabwe’s formal criminal-clearance document is the Police Clearance Certificate, produced by the Criminal Records Office of the Zimbabwe Republic Police (ZRP) Criminal Investigation Department, working with the Central Criminal Bureau. Applicants submit Form 137 at any ZRP station, providing personal details, the purpose of the clearance, and the requesting country if applying for use abroad. The certificate is valid for 6 months from the date of issue. Typical turnaround time will be confirmed once Stodacom has processed sufficient volume in-market to report a reliable average.

Employment & Education Verification

Employment history verification is generally workable with established employers in Harare and Bulawayo. Education verification is reliable for accredited universities; direct verification with the issuing institution remains the most reliable safeguard against fabricated or inflated credentials.

Data Protection & Consent

Screening in Zimbabwe is governed by the Cyber and Data Protection Act [Chapter 12:07] (Act No. 5 of 2021), which covers both cybersecurity and personal data protection, with the Postal and Telecommunications Regulatory Authority of Zimbabwe (POTRAZ) designated to act as the data protection authority. Employers should ensure documented candidate consent is in place before initiating any screening involving candidates in Zimbabwe.

  • Note the 6-month validity of the Police Clearance Certificate when timing screening relative to a start date.
  • Confirm which ZRP station processed a candidate’s Form 137 application if verifying certificate authenticity.
